Pedro Huarte-Mendicoa, Secretary - Pedro joined the Carbon Finance Unit-CFO of the World Bank in 2005, as a Senior Financial Specialist. His responsibilities include development of carbon finance operations as a Deal Manager, and contributing to the Unit’s work in capacity-building, especially with host governments, carbon funds and project sponsors. As part of the Finance Team of the CFO, he performs financial due diligences and financial analyses of carbon purchase deals.
- Prior to joining the World Bank Pedro worked, first in Colombia and then in Madrid, for the Spanish Ministry of Economy and Finance’s state-owned foreign trade company; this included projects financed by Official Development Aid (ODA). He also spent three years at the Spanish Commercial Office in Colombia as Deputy Commercial Attaché.
- Pedro holds a Bachelor degree in Business Administration by Universidad Autónoma de Madrid, a MA in International Relations by the Fletcher School of Law & Diplomacy in Boston, and an IE ExMBA (2005).
Carlos Serrano, President
- Since June 2005, Carlos serves as Senior Financial Specialist at the Inter-American Development Bank in Washington D.C.
- Before joining the IADB, he was a Senior Vice-president & Head of The Americas Group & Europe at BBVA International Financial Institutions, in Madrid. In total he spent 18 years with BBVA, where he has held numerous positions both in Spain and overseas, including several years in Tokyo as Chief Representative for Capital Markets & Investment Banking for Asia-Pacific.
- Carlos holds a master degree in law from Madrid´s C.E.U., and has completed the IE International MBA (known as “MIDE” in 1984). He also holds a financial management certificate from the Stanford Business School. Carlos is married, has three children, and enjoys golf and travelling.
César Cañedo-Argüelles Calvo, Vice President
- Cesar has more than 15 years of experience, mostly in international finance linked to infrastructure projects, specialized in emerging markets around the world: from identifying new opportunities to negotiating transactions. Since 2001 he is Transaction Manager with Corporación Interamericana para el Financiamiento de Infraestructuras (CIFI). This non-bank financial institution provides senior & mezzanine financing and advisory services to private infrastructure projects located in Latin America and Caribbean countries.
- From 1994-2001, he was in Madrid with Prointec, a subsidiary of Soluziona, that specializes in infrastructure engineering and consultancy services; he was CFO 1999-2001. Previously, also in Madrid, he had been Controller of 4 Software AG, and an auditor with Ernst&Young.
- César’s degrees include: Master in Finance, IE (1996); Master in Economic and Financial Management, Centro de Estudios Financieros (Spain, 1994); Bachelor of Science in Business Administration, St Louis University (U.S., 1990).
